ACT I Announces New Program Manager to Lead F-35 Contract

 

Arlington, VA -- (SBWIRE) -- 03/01/2017 -- Advanced Concepts and Technologies International, L.L.C. (ACT I), an industry-leading provider of Total Acquisition Management solutions, announces the addition of Mr. William Stranges, leading the company's critical F-35 Lightning II Joint Program Office (JPO) Business Financial Management (BFM) contract.

The contract provides Cost Estimating, Earned Value Management (EVM), Integrated Master Scheduling, Budgeting/Accounting and Auditing, Financial Management (FM) support, and FMS support services, allowing the F-35 JPO to accomplish its critical mission of acquiring the next generation strike fighter for the United States Air Force (USAF); United States Navy (USN); United States Marine Corps (USMC); eight (8) International Partners as well as three (3) Foreign Military Sales (FMS) customers and the Security Cooperation Participants (SCPs). Mr. Stranges has over 30 years of experience as a U.S. Navy civilian as a senior cost and financial manager, in which he oversaw and developed cost estimates and budgets for major defense acquisition programs including ship, aircraft, and missile systems, directly contributes to ACT I's continued commitment to deliver Total Acquisition Management solutions to its customers," said Mr. Michael Niggel, ACT I CEO.

Prior to joining ACT I, Mr. Stranges led the F-35 Joint Product Office (JPO) Concurrency Cost Team, a group of analysts who estimated and tracked the costs of changes resulting from deficiencies discovered during qualification, ground, and flight testing. Mr. Stranges was also responsible for managing the F-35 Command Information Center, tracking major program metrics from development, production, and sustainment perspectives. As a senior analyst for the Director of Air Warfare (N88) under the Chief of Naval Operations he provided critical leadership to N88's Program Objective Memoranda (POM) process and served as a liaison between N88 and the Naval Air Systems Command assisting in the POM issue process. Mr. Stranges also played an integral role in N88's participation in the Naval Aviation Enterprise and contributed to the bi-annual publication of the Naval Aviation Enterprise Vision Document.

Mr. Stranges holds a Master of Business Administration in Management Science from LaSalle University in Philadelphia, Pennsylvania and a Bachelor of Arts in Economics from Villanova University in Villanova, Pennsylvania.
